Summary and Report

Report on the 3rd Asian Shipbuilding Expert’s Forum (ASEF) Meeting 
                                  
    ASEF (Asian Shipbuilding Experts’ Forum for International Technical Maritime Initiative) has been organized to facilitate an exchange of information and views among Asian countries in the field of shipbuilding, to share the knowledge, and to convey Asian voice onto international discussion tables such as IMO.  Its first annual meeting was held in Japan in 2007, followed by the second meeting in Korea in 2008.
 
    In 2009, the 3 rd ASEF Meeting was successfully convened in Shanghai, China from Dec. 3rd to Dec. 4th.  The Meeting was this time organized by “China Association of the National Shipbuilding Industry (CANSI)” and “Chinese Society of Naval Architecture and Marine Engineering (CSNAME)”; and advocated by “Korea Shipbuilders’ Association (KOSHIPA)” and “Shipbuilders' Association of Japan (SAJ)”.  “Japan Ship Technology Research Association (JSTRA)” served as the secretariat of ASEF.
 
    More than 300 experts attended the meeting from nine Asian countries including China, Japan, Korea, India, Indonesia, Singapore, Thailand, Sri Lanka, and Malaysia.  Nineteen experts from China, Japan, Korea and India gave presentations on the key theme of maritime safety and maritime environmental protection.  Attendees exchanged their views on many topics such as Prevention of Air Pollution, Ballast Water Management, Performance Standards of Protective Coating, Ship Recycling, Goal-based Standards, etc. as well as on the effect such new rules would have on their shipbuilding industries.

Summary
When Prevention of Air pollution is discussed, experts have introduced the frame work and implementation schedule of reducing green house gas emission of International Maritime Organization (IMO). New technologies should be used in ship design, power equipments and propulsion systems to reduce the carbon dioxide emission of ships. It has been shared that new technology is beneficial not only to control climate change but also increase economical shipping so that it is necessary for the industry to enhance the research on reducing carbon dioxide emission of ships.

Summary
As to Ballast Water Management, the experts have introduced the development of Ballast Water Management Convention together with the technical function of a few ballast water treatment systems. While, the representatives also point out some limitations in processing capacity, electric power consumption, cost and reliability that needed to be taken into consideration in the research and development.

Summary
As the requirement of PSPC has been extended from water ballast tank to void space and even cargo oil tank, the representatives believe that shipbuilding industry would face new challenges in technology development and cost in face of the higher requirements. Shipbuilding industry should speed up the research and development on related technologies including using environmental friendly coatings as well as studying on alternative means.

Summary
With regard to Ship Recycling Convention, the representatives have introduced the problems occurred during procedure for developing Inventory of Hazardous Materials and trials. They consider Suppliers’ Declaration of Conformity, Material Declaration and emphasis of the standardization of the Inventory of Hazardous Materials would improve the preparation process. The representatives have also proposed that it would be necessary to have a further discussion on ship recycling by Asian experts.

Summary
During the discussion of Goal-Based Standards, experts have introduced the solution of Ship Construction File vs. Intellectual Property Right. The agreement of onboard and onshore archive systems has reached among relevant industries, while detailed technology and management would be discussed in the future. While, on GBS risk-based assessment issue, the experts think maritime community is in lack of the support from relative technology. Therefore, the collaboration among shipbuilders should be emphasized.

Summary
The impact of international maritime regulation on shipbuilding industry has been analyzed in this forum, too. Proposals and assumptions regarding the further actions from industry have been put forward as well.  In this forum, Indian representative has introduced the general information about Indian shipbuilding, ship repairing and also ship breaking which makes a clear vision that India’s tremendous development as an emerging shipbuilding country to the attendances.

Summary
Mr.Yanquing Li(China Shipbuilding Information Center) stated the outline of each theme of major international shipbuilding regulations for the 3rd ASEF as well as general overview as follows (for detail, see attachment):
   ・The shipbuilding industry has come to a cross road as the development of shipbuilding
     industry itself as well as the improving requirements on maritime safety and
     environmental protection. Asia, taking the largest market share in the world, should take
     an even more active and important role during the development of global shipbuilding
     industry. With this regard, no one would doubt that Asian Shipbuilding Experts’ Forum
     (ASEF) has provided a platform to further deepen the cooperation and promote the
     communication among Asian shipbuilders for continuous development.

Next ASEF (4th ASEF)
The chairman asked participating Asian countries of their intention to invite the 4th Forum meeting. As a result, in response to the floor’s request, the representative of Japanese delegates expressed that Japan would be willing to hold the next forum.
 
The date for the next forum will be determined between October and December, 2010 by considering the schedule of other international conferences.

Summary of 3rd Asian Shipbuilding Experts’ Forum

The 3 rd Asian Shipbuilding Experts’ Forum is held successfully in Shanghai, China from Dec. 3rd to Dec. 4th in 2009. Approximately 300 experts attend this forum from 9 countries including China, Japan, Korea, India, Indonesia, Singapore, Thailand, Sri Lanka, Malaysia together with ABS and Lloyd’s. All together 19 experts from China, Japan, Korea and India give presentations in the forum on safety and environmental protection, the key theme of the forum. Experts exchanged their views on many topics such as Prevention of Air Pollution, Ballast Water Management, Performance Standards of Protective Coating, Ship Recycling, Goal-based Standards and the effect to the shipbuilding industry of these new rules as well as the development of shipbuilding industry during this one and a half day.
